People tend to see their vote as an expression of opinion, of anger, or of contentment. However, politicians appear to think of a vote in a very different way. Most of them, especially the worst of them, see it as a form of consent.
And, for them, not saying "no"- unequivocally and passionately- is inevitably translated into meaning "yes."
